News ALERT: On May 8, 2013, FERC announced the availability of the new XML schema for the new EQR filing system. Click Here for more information. FERC will have a technical conference to discuss the new XML schema.
ALERT: On April 19, 2013, FERC issued Order 768-A, which clarified certain EQR filing requirements and updated the EQR Data Dictionary. Click Here for more information and the Order. It should be noted that FERC clarified non-jurisdictional entities have to include their member sales when determining their threshold amount. However, if the non-jurisdictional entity primarily only has member sales and therefore there would be little or no transactions to report in the EQR, the non-jurisdictional entity may be able to obtain a waiver from the filing requirement.
Alert: On April 16, 2013, FERC held a technical conference to provide additional information regarding its upcoming new company registration process. Click Here for additional information on the conference including FERC Staff's representations. It should be noted that FERC plans to roll this new system out at one time (no rolling implementation dates like the eTariff rollout).
ALERT: On September 21, 2012, FERC issued Order 768 that expands EQR filing requirements to non-jurisdictional entities; adds new fields (Broker, Index, Trade Date, Rate Type) and deletes existing fields (time zone, DUNS number). Click Here to View Final Rule. FERC plans to have a technical conference to review the new requirements.
ALERT: On November 15, 2012, FERC issued Order 770 establishing the following two new filing options for replacing the current EQR filing system. According to Order 770, beginning in Q3 2013, EQR filers can either: (1) use a software application on FERC’s website that will allow filers to enter data by hand or by importing the data in comma-delimited text files; or (2) file EQR data via XML-formatted files, which would be similar, in some respects, to the eTariff filings process. Click Here to view Order 770. Information on FERC's technical conferences on the new software options is available at:
http://www.ferc.gov/docs-filing/eqr/group-work.asp - FERC has announced that it is considering requiring utilities to track and report simultaneous exchanges. These are exchanges that take place "as part of the same negotiations." FERCsoftware.com is reviewing this potential new requirement for software needs. |
